Applying for, renewing, transferring or extending taxi and hire car licences

  • Service description

    You require a licence for the commercial transport of passengers in a hire car. You can submit a corresponding application to the relevant transport authority.

    Before the temporary permit expires, you can apply to the relevant traffic authority for a reissue of the permit.

    There may then be a seamless transition of the authorised hire car operation on the basis of a new, again temporary authorisation.

  • Procedure

    Proceed as follows to obtain a renewal of the authorisation for the commercial carriage of passengers by hire car:

    • Submit a corresponding application to the transport authority responsible for you and enclose all the necessary documents with the application.
    • The authority will process your application and carry out the necessary hearing procedures.
    • You will receive notification of the decision to reissue the hire car licence. If applicable, you will receive the authorisation certificate.

  • Prerequisites

    • The applicant is or was already in possession of a hire car licence as an entrepreneur.
    • The safety and efficiency of the company are guaranteed.
    • There are no facts indicating the unreliability of the applicant as an entrepreneur or of the person appointed to manage the business.
    • The applicant as entrepreneur or the person appointed to manage the business is professionally qualified.
    • The applicant and the contractors commissioned by the applicant to provide transport services have their registered office or place of business within the meaning of commercial law in Germany.
    • The renewed granting of the authorisation is limited to a period of up to 5 years.

    In the case of legal entities under public law, the requirements are deemed to be met

  • Which documents are required?

    • Application for reissue of the hire car licence (surname, first name of the applicant; place of residence and place of business; in the case of natural persons, date and place of birth; number of vehicles, vehicle type, capacity of the vehicles to be used)
    • Equity certificate / additional certificate (form in accordance with § 2 Para. 2 No. 2/ § 2 Para. 3 of the Professional Access Ordinance for Road Passenger Transport PBZugV), not older than 3 months
    • Clearance certificate from the tax office, the municipality, the social insurance institution and the employers' liability insurance association, not older than 3 months (from the company, the legal representative and the person appointed to manage the business / transport management)
    • Certificate of good conduct for submission to the authorities according to § 30 paragraph 5 BZRG
    • Extract from the central trade register in accordance with Section 150 (5) GewO (for companies)
    • Extract from the driving aptitude register (FAER)

    • Proof of liability insurance for hire cars including risk index (WKZ)
    • Proof of installation of an alarm system or exemption authorisation in accordance with § 25 BOKraft
    • Proof of the installation of an odometer

    The amount of the fees depends on:

    • the number of vehicles and
    • the term of the licence.

  • What deadlines do I have to observe?

    Deadlines only start to run once an application that is ready for a decision has been submitted. If your application is complete, a decision will be made within 3 months. The deadline can be extended by 3 months if necessary.

    The processing time may vary between the competent transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional requests for documents are necessary.
