    Forms of child daycare are

    • Daycare centres (crèches, kindergartens, day nurseries, multi-age daycare centres) and
    • Child day care.

    Early childhood education, upbringing and care are at the centre of reliable childcare that enables parents to combine family and career. In order to provide children with the best possible support as early as possible, the state of Hesse has developed an education and upbringing plan for children aged 0 - 10, which provides for better networking of all educational and learning locations for children and designs educational content, goals and the organisation of education that build on and follow on from one another.

    Since 1 January 2014, the support measures of the state of Hesse have been summarised and partially re-regulated in the Hessian Child and Youth Welfare Code in the version amended by the Hessian Child Support Act.

    The regulations on state funding for child daycare in the HKJGB include

    • Day care centres for children (§ 32 HKJGB)
    • Child day care (§ 32a HKJGB)
    • Specialist counselling in the context of BEP and priority daycare centres
    • Specialist day care services (Section 32b HKJGB)
    • Exemption from contributions from the age of 3 (§ 32c HKJGB)
    • the so-called "small construction subsidy" (§ 32d HKJGB)
  • What fees are incurred?

    Parental contributions are set by the respective providers (local authority, churches, etc.) and can therefore vary.

    According to § 90 Para. 3 SGB VIII, the local youth welfare office pays part or all of the fees if the burden is unreasonable for the parents.

    From 1 August 2018, the state of Hesse will subsidise six hours of free kindergarten attendance. If municipalities participate in this state subsidy, they are obliged to exempt all children in the municipal area who attend kindergarten or a multi-age group from the age of 3 until they start school from the cost and participation fee for six hours a day. The exemption from contributions generally applies to all daycare centres run by local authorities and independent organisations.
    If the local authority introduces the extended fee exemption, parents do not have to make any arrangements in order to benefit from the fee exemption. The local authorities that make use of the state subsidy do not charge any contributions for childcare of up to six hours a day and ensure that the non-profit and other providers of daycare centres in their area also exempt parents accordingly.
