Applying for an operating licence for a child and youth welfare facility

  • Service description

    Facilities in which children are looked after all day or for part of the day require a licence from the relevant state youth welfare office in order to operate.

    The licence must be applied for by the body responsible for the facility.

    If you would like to operate a facility as an independent organisation, you must fulfil certain requirements in order to be granted the relevant permit.

    You cannot operate a facility without an operating licence.

    If you do not submit the application on time, you will not be able to open your facility until a later date.

  • Procedure

    • Advice on the application process is provided by the local youth welfare office responsible for the location of the facility.

    • The youth welfare office examines the operating licence application and forwards it to the state youth welfare office with a statement. The State Youth Welfare Office issues the operating licence.

    • In the case of (partially) inpatient facilities (except day care centres), applications can be submitted via the "Service portal for operating permits and facility supervision". Information on accessing and using the portal can be obtained from the youth welfare office responsible for the location of the facility.

    You can obtain application forms from the youth welfare offices.

    Attach various annexes to the application (e.g. staff list, concept of the organisation).
