Events: StVO - Permits and exceptions
Service description
Events for which roads are used more than is customary require a permit. This applies in particular to
- Motorsport events with motor vehicles
- Cycling races, triathlon events, public cycling with more than 100 participants, foot marches, relay races, public hikes with more than 500 participants or on classified roads (district roads and higher)
- Removals
- Street festivals, traditional events, markets
Assemblies and processions within the meaning of Section 14 of the "Assembly Act" as well as customary local processions and other customary local church events and smaller local traditional events are not subject to authorisation.

Which documents are required?
- written application with details of the number of participants, timetable, etc.
- Written confirmation from the organiser that the organiser is aware that the event constitutes special use within the meaning of Section 8 of the Federal Trunk Roads Act and Sections 16 and 17 of the Hessian Roads Act. In particular, the declaration must confirm knowledge of the reimbursement claims under road law, according to which the licence holder must reimburse all costs incurred by the road authorities as a result of the special use.

What fees are incurred?
The fee is based on the scale of fees for road traffic measures; within the applicable fee number according to the size of the event. In addition to the fee for issuing the permit, separate fees may be charged for the special use of the roads.
What deadlines do I have to observe?
The application must be submitted in good time, at least 2 weeks before the start of the event, or earlier in the case of very large events.
