Practice of medicine, licence (Heilpraktikererlaubnis)

  • Service description

    A non-medical practitioner is a person who practises medicine professionally without being licensed as a doctor. The practice of medicine is any professional or commercial activity to diagnose, cure or alleviate illness, suffering or physical injury in humans, even if it is carried out in the service of others. In addition, the activity must require specialised medical knowledge and must not cause any damage to health.

    If you wish to work as a non-medical practitioner for the practice of medicine, you require a licence.


     

  • Procedure

    Every person has a legal entitlement.

    Application documents:

    • Curriculum vitae
    • Birth certificate or birth certificate, in the case of a change of name a corresponding document
    • Official certificate of good conduct (not older than three months)
    • Declaration whether criminal proceedings or a preliminary investigation are pending
    • Medical certificate, not older than three months, suitability for the profession
    • Proof of successful completion of lower secondary school or an equivalent or higher school-leaving qualification
    • If applicable, declaration of previous inspection attempts (date and location),
  • Prerequisites

    • You must have reached the age of 25,
    • have at least a completed primary school education (at least a secondary school leaving certificate),
    • be morally reliable,
    • be medically fit to practise the profession,
    • and you must prove during the examination of your knowledge and skills by the health authority that the practice of medicine by you would not pose a risk to the health of the population or to the patients visiting you.

    The licence entitles you to use the professional title "Heilpraktikerin" or "Heilpraktiker".

    The Heilpraktiker licence may not be restricted to individual areas. The only exceptions to this are currently the restriction of the Heilpraktiker licence to the fields of psychotherapy, physiotherapy and speech therapy.

  • Which documents are required?

    • Identity card or passport
      • If a passport is presented, additional registration certificate from the registration office responsible for the main place of residence
    • Proof of a school leaving certificate (at least secondary school leaving certificate)
    • Birth certificate or birth certificate, in the case of a change of name a corresponding document
    • Official certificate of good conduct, which must not have been issued more than 3 months prior to submission
    • Medical certificate of medical fitness to practise as a non-medical practitioner, which must be issued no earlier than 3 months prior to submission
    • Curriculum vitae
    • Declaration as to whether criminal proceedings before a court or a public prosecutor's investigation are pending
    • A declaration of unsuccessful attempts at verification to date (if applicable to you).
  • What fees are incurred?

    The granting of a licence to practise medicine is a fee-based service.

    The following fees are charged in the review procedure:

    • Written review 240,00 Euro,
    • Oral examination 164,00 Euro and
    • Examination according to file 80.00 Euro - 180.00 Euro.

    A fee of EUR 250.00 is payable for authorisation to practise medicine without a licence in accordance with Section 2 (1) of the Heilpraktikergesetz.

    The processing time depends on the respective health authority.

  • What else should I know?

    Neither medical training nor a professional qualifying examination is required for authorisation to practise as a non-medical practitioner. Instead, the examination covers whether the applicant possesses sufficient medical knowledge and skills to ensure that the practice of medicine does not pose a risk to public health.
